WASHINGTON W. Grimm has a Ph.D. in physics from Columbia University and, until a few years ago, worked as a missile expert for Ford Institute in New York. For the last year he has been living. on welfare.

When the government discovered that Grimm, 52, was a homosexual, it lifted his security clearance. Homosexuals are vulnerable to blackmail, the government said.

Grimm took his case to court, contending that he always has openly admitted being a homosexual so there is nothing he can be black-

mailed about. Monday, he and two other homosexuals won at least a partial victory in U.S. District Court here.

Judge John A. Pratt or-

dered the government either to prove that there is some connection between Grimm's homosexuality and his security status or restore his clearance.
